Where do I find a lawyer to sue the IRS for damages for me?

I thought I had a lawyer to go into court but it has not worked out and I have exhausted all the volunteer organizations.

My attorney, who got the approval on the Offer In Compromise, said prescription drugs without a Manager at the IRS has given me grounds to sue for damages, as he refuses to put through the OIC that was accepted, and stated that he would NEVER accept ANY offer that was put in for me.
